I have heard that they should be put in hand tight. I have also heard that 
it my be possible to crack the deck by torquing in the studs before 
installing the head so to be safe, I would put them in hand tight.

I have a question regarding the proper installation of cylinder head
studs.  I've heard it said that the proper way is to install the
studs into the engine block hand tight, and that they will snug down
properly when the head is installed and torqued.  I was planning to
torque the studs into the engine block with the "two nuts on the
stud" trick, but didn't know the proper torque. Any hints?
BTW, no crass comments about the two nuts on the stud--I'm too lazy
to go back and rephrase it.
