Dennis:

The solenoid is moving but it's not activating the switch part of the
mechanism.  A solenoid moves to close contacts which carry high amperage.
It also moves a gear into mesh on the flywheel ring gear.  Yours is not
closing the circuit to activate the starter motor after having performed
part of its dual task.

It may be adjustable but is not too expensive and should probably be replaced.
