Mike,
What you have here is a project that someone has given up for
some reason. If it is as described then it sounds like a good deal.
Just be aware that everyone's engine has "just been overhauled' or has
"been recently rebuilt". The same tests you'd use on engine in a car are
the same as an engine on a dolly. You don't say whether all this runs
and drives or not. If it does, then you can make a rational decision.
If it is all apart, then one should buy it figuring on replacing,
rebuilding, or restoring EVERYTHING. Don't get caught in the "A lot of
it is already done" trap. TVOE
