The lower voltage is only evident when the engine is running. Your
voltmeter will not reveal lower voltage on the White/Green without a load
on the wire >>
The ballast resister is bypassed when the starter is operating - thus, the
coil will have the 12 volts while cranking, and the lower volts when the
engine is running. In other words, the white wire is operative when cranking,
the white/green wire is operative while running.
