There seems to be some confusion in the group about the 1296, 1500 and   
1275 engine;

The original poster here is talking about the Triumph 1296 engine and
the Triumph 1500.  Both of these engine were fitted to the Spitfire -
only the 1500 was fitted to the Midget in 1975.  It is true that BMC
could not get the A-series engines to pass emissions, so they
installed the Triumph 1500 engine in the Midget. This engine had
already been EPA certified (in the Spitfire).

The BMC 1275 engine is one of the family of A-series engines which was
NEVER fitted to the Spitfire and was fitted to the Midget until 1975,
when it was superseded by the Triumph 1500 engine
