Are you sure it was the right size in the first place?  

I have never heard of vinyl shrinking like this.  If it did, it should come 
back just 
fine.  After all, it's cloth backed, and it's the cloth that is actually 
defining the 
shape and limits, not the plastic coating itself.  If the plastic shrinks, you 
can see the 
cloth webing all puckered up (like under ripped car seats).  But pull it and 
you can pull 
it out to the limits of the cloth pretty easily.

It really sounds for all the world to me like the tonneau wasn't cut to the 
right size in 
the first place.
