As the front brakes absorb most of the energy in a stop you may not notice a
free wheeling - albeit, nonfunctional rear brake. Try driving in reverse and
brake with conviction - does the car still stop straight or appear to pull??
If no, consider the possibility that the inspector was a knucklehead and his
equipment a bit off. Also, consider a bleed - an air block could cause the
nonfunctional rear brake. Beyond this I'd be guessing!

I spent an excellent day on Tuesday at Bob Wantas shop in Milford
Ct.(Bobs Foreign Auto) Many wonderful "works in progress" - I saw a few
to which i should aspire!
Bob had, in a moment of weakness, agreed to change my 72s windscreen
which had failed safety inspection because it had a scratch (two
actually)
The job lived up to our every expectation! Bob did eventually get the
frame out without taking out the dash despite a PO having put in extra
long bolts at some time (why would anyone be THAT sadistic?)
The frame came apart relatively easily and the new glass went in with
apparent ease (and a lot of Dawn!) - I say apparent, as most of you know
this is never a fast process and beads of sweat appeared all round when
the screws went back - many a crack has appeared at this point!
The new seal between frame and body took another quart of Dawn and
reinstallation took about twice the time getting it out did!!!!- the last
bolt was an hour at least.... - however, at the end of the day all was
well and off i went to get reinspected.
(total time in the shop 9 am to 5 pm!) I should say at this point that
Bob did an excellent job on this - i swore years ago NEVER to tackle this
again and he charged me a more than fair price AND loaned me a pack of
cigs (IOU that Bob!)
I made the inspection station just in time - avoided the nazi who failed
it the first time and presented myself for what i thought would be a
rubber stamp.......au contraire mon frere....The glass was fine -
but..........
The little matter of the rear brake balancing - and here is my
question.....
The car filed this part again, and not by a little - the computer showed
that the drivers side rear was at 121% and the passenger side at ZERO,
i.e.not working at all!
This makes no sense to me - the brakes seem balanced, i have no problems
stopping hard - no pull, drift or any syptom of a problem.The pads are
fine all fluids are full,and stable and all moving parts/cables move! -
what the hell can it be! - This one has me foxed- HELP!
