Trevor, I cured my similar problem by overhauling the cylinders and replacing the shoes (you have to replace both sides, dammit) Whilst doing the overhaul I noted that the natural rubber seals were rotted, no doubt from the PO using the wrong fluid. This is the second winter and no brake problems. You will have to bleed *all* cylinders and this is a good practice anyhhow since this removes the moisture from all through your lines. Good luck!
