1.  When I was a child it was the name of a story-book character who 
together with his friend, Big Ears, drove around Toytown in a little 
yellow car with red mudguards.

2.  When I was a juvenile it was a euphemism for a condom.

3.  Now it seems to be a derogatory term for something small and 
insignificant.  Relates to 2, I suppose.
