Crankshaft Pulleys

I was making an attempt at timing the B's ignition yesterday.  When I
put the engine at TDC, I noticed that I had a lot of marks on the crankshaft
pulley where I had previously (meaning within the past year) marked TDC.
I know I am not the best mechanic, but some of these marks were off by
close to 180 degrees.  Then I inspected the actual pulley itself.  I am
not sure of the construction, but it appears to have an inner half,
which bolts to the crankshaft, and an outer half, which spins the belt.
Between the two looks to be some kind of elastomer, which shows a minute
amount of detoriation.  Is this the "delamination" that was discussed
earlier and I simply deleted?  Is it possible for the two halves to slip
and misalign my timing marks?
