You are exactly right! And that was the rational behind the animal testing
done with cosmetic products too. It was for consumer safety. Animal testing
was the only testing recognized by the FDA at the time.
Invitro testing technology was available at the time but, was not accepted by
FDA. The industry had little choice but to endure the protests and picketing
until FDA did accept the alternative testing. Thank God the FAA didn't get
struck in the same trap.
