Bill, it sounds like you have the wrong oil filler cap on the engine. 
1967 Bs with the closed circuit breathing valve (PCV) use a vented 
oil filler cap with a metal mesh filter built into it.  Your cap 
should be plastic, when it is installed you should see an open vent 
slit right above the sealing gasket. Later cars used the non-vented 
cap.

With the wrong cap, you are building up pressure inside the crankcase 
and forcing too much oil into the PCV.  The tipoff is that the idle 
speed increases when you remove the cap.  Moss or one of the other 
big suppliers should have the proper cap (used from 1965-1968).
