Thanks for all the words of wisdom. here is what I have found out after a
lengthy conversation with the State Patrol (who are the ones who actually
do the inspection and such)
1. If you have a car without a title, Vin# or any other history, all you
need is the Bill of Sale from the person you bought it from. Take it to
the state patrol and they will assign it one of their VIN #'s and you get
a registration. You still have to wait 3 years for a title to make sure
there are no previous owners still looking for the car.
2. If you have a wreck with a title and want to put all of it into a new
body you must bring the old title to the donor car and the title or Bill
of sale from the new body, and they will retire the donor car and issue a
new title for the body you will use. The year of the car will remain the
same as the original donor car. i.e. you have a rusted out 66 MGB for
parts (engine , tranny, rear axle) and a 73 body in good condition it
will then be a 66 with a 73 body. they also said no problem with the
donor being a convertible and the body a GT or vice versa.
as I see it the only problem would be the person trying to do a complete
restore and using NEW body tub. They still would not allow the original
VIN's to remain. they would then consider it a Kit car.
