But what load on the generator? This would dramatically change the amount 
of power it took from the engine, which could be (at 50% efficiency):
40 amps * 15 volts * 2 = 1200 watts 
                       = 1.6 HP.

My guess: zero load! Just the friction in the generator to take power from 
that measurement.
