One side of the pipe bends around and makes a sort of T connexion with the
rear of the block and the hose coming from the heater (return side). The
other side flows into the Y connexion in the lower radiator hose.  If you
have no Y connexion, then likely the hose has been replaced with a non-stock
one.  There should be an elbow pipe poking out the back of the top of your
block, facing the driver's side of the car. That's the location of the return
hose (bypassing the heater when the heat's not on).  Some people put a
blanking plate here, since it's not absolutely necessary if you're not
running the heater.

The theory is that, as water in the engine heats up, it must mean the
engine's getting warm. When the engine is sufficiently warm, it opens the
choke.  That's the way I understand it, at any rate.
