I concur on the voltage regulator. The contacts are probably stuck closed.
Draw a little diagram of which wires go where, pull off the spade connectors,
and undo the two screws holding it to the car. You can open it up and see
the coils and contacts. Use a little fine grit emery paper between the
contacts to clean them up. Do not bend the contacts at all, you'll throw
it out of adjustment. Put it all back and give it a whirl.
