I can't remember the URL offhand. However, you don't need the Web page
to do the numbers - it's dead easy.

The 60 in 195/60 refers to the height of the sidewall as a % of the tread width.
So, the sidewalls of a 195/60 are 195 * 0.6 = 117 mm high. This means that
the effective diameter of a 195/60 x 15 tyre is (15 * 25.4) + (2 * 195 * 0.6) 
mm.
15 * 25.4 is the <<wheel>> diameter in mm.
2 * 195 * 0.6 is the <<combined height>> of the sidewalls.

The rolling circumference is then found from:
circumference = diameter * pi
