This probably won't help  much....but did you rebuild the cold start 
valve when you put the new needles in the carbs? 

My B (18V-twin SU's) ran horribly even though I had the float levels 
correct......

Wait a second.....from memory you said you had the float levels at 1/8 
inch... That is .125" .....isn't the float gap supposed to be .04"-.05" 
which would be just under 1/16 (.0625")

Jeez, maybe thats your problem.....

Back to the cold start valve.....mine ran horribly until the o-ring was 
replaced....it was a goner.

I need to start making sense
