I don't know about CA specifically but I suspect it may relate back to the
days when the Department of Transport ruled against separate lamp and
reflector luminaires when the vastly superior sealed beam was introduced.
Shortly therafter the new "quartz" lamp was introduced.  However, as
difficult as it is to enact legislation it is vastly more difficult to
remove laws from the books.  Thus Cibie, Marshal, and all the other
exceptional lighting hardware was prevented from taking its rightful place
on the road.  Most people of my acquaintance in the '60's justifiably
practiced civil disobedience in this matter and installed them.
