Mike,
You can check that the servo is working by putting your foot firmly on the
brake pedal and then starting the engine. The pedal should go down slightly
as the vacuum builds up and takes over some of the effort from your foot.
Overall I think a brake bleed would be a good ides, if possible take it to a
brake specialist and have him pressure bleed the system. For the small
charge involved the result will be much better.
