emissions plumbing?

77 Midget, 1500 engine, Zienith/Stromberg (Calif. of coarse)
Still having Calif. smog challenges and attempting to alleviate via the 
net.
Does the vac advance connect to the intake manifold and the EGR?  Or, 
does it connect to the bottom pipe of the carb and the EGR?  What 
functions do the bottom and top pipes on the rear of the carb perform?  
My Childens book is not at all clear.  Thanks, Lee & Lyn
