Your file ends with the extension .cur, right?
If so, save it in the same location that you find all the other files with the
.cur extension.
Go to Start\Settings\Control\Panel\Mouse
Click on the Pointers tab.
Click on Browse, (bottom right of that window)
Select the file you saved with the.cur extension.
Click Apply.
Close-up, you are done.
