If you're just honing it with a glaze breaker and a hand drill then you
don't need a torque plate. If you're doing an overbore as part of the
rebuild then your machine shop should have a suitable torque plate. Boring
the block or doing any major operation without a torque plate or without the
bearing caps torqued down is asking for trouble.
