Barrie,
              A ballast resistor is used on the coil plus wire to
reduce the voltage from 12 volts to 9. This is for 
distributors with points to keep them from burning up.
Normally there is a bypass wire for a full 12 volts
for starting ( during cranking only )  A ballast resistor
can be added to any coil, or not used, as you see fit.
