Because it is an 'overrider assembly' i.e. including bolt and rubber, which
is how my replacements came.  The old ones didn't want to disassemble
either, and the nut was seized on the bolt so the bolt turned in the
overrider.  As I was replacing all the chrome anyway it didn't matter.
