The problem is that the fabric cords rot, and become weak. There is no way to
get to
the cords even if there existed anything to re-condition them with.
The stuff you're talking about that the raceers have used might be
tri-chloro-ethane (a
kin to per-chloro-ethane, which is dry cleaning solvent.) This suff will
desolve the hard
oxidised rubber on the surface, but will not attack the fresh rubber underneath.
