Headlights aren't fused as standard, unless you meant a generic 'fused' as
in 'failed'. The light from a parking light bulb in a headlight wouldn't
help the driver of course, but it does give a slightly better indication of
vehicle width than the separate parking light on the wing due to it being in
a large reflective bowl, and safety may have been the reason for moving it
from the wing into the headlight. But not even North America required both.
So I would say it just comes down to *having* to have it in the headlight if
you have a rubber bumper, and not *having* to fit it if you have a chrome
bumper, particularly if it is going to require some engineering to fit.
