Remove the rear piston bell chamber and piston. Verify that the piston
can move within the piston bell chamber. Push it up all the way, and it
should drop by itself, from gravity. There could be a dent in the  
bell, that
stops the piston travel.

I have also encountered either the remains of parts from a damper being
in the tube of the piston. And, have had one case where just oil residue
kept things from moving easily. Empty out the oil from the tube, and  
look
inside. The "C" or "E" clip, and part of the damper piston, could be  
inside.
Or, it could just need a good cleaning out, with carb cleaner.
