Scott. I'm going to assume that you are placing a new fold down luggage 
rack onto the car. Supplied by Moss Motors. Attaches to the clamps on 
the tire carrier. Yes, the threaded holes in the clamps are 5/16"-22 BSF 
threads. You should purchase two (2) of 320-392, 5/16"-22 by 1 1/2" long 
chrome bolts for the installation. These should come with the kit, but 
they don't. If you have reproduction bumper overriders, the chrome will 
be contacted by the arms of the rack. Loosen, and try to move to the 
outward portion of the rear bumper. The two brackets go between the rear 
apron and the rear bumper brackets. You probably didn't get the 
instruction sheet with the kit.
