So here's my questions:
1. Could the spark be due to the starter being unhooked?
No.
2. If not then any suggestions on where I should start looking would be
appreciated...
There would appear to be an internal short somewhere. Since it's not
blowing a fuse, there are only a few areas where there could be a short.
Off the top of my head, I would try the headlights, horn, maybe wiper,
and most parts of the ignition system. Look especially closely where a
wire enters or exits a component. Make sure the distributor points are
either open or disconnected, since if they are closed, you will draw a
(small) spark.

I mostly agree with Lew......and would check your accessory sockets for
grounds. They are not fused. However, I would have expected you to have
cooked some wires before now.
Should be easy to troubleshoot by the process of elimination and use of the
wiring diagram.......
Like Lew sez, the Ignition coil draws a fair amount of current and will give
you a spark with the key on.
