Thanks for your input, Nick. Since my initial inquiry regarding the photo, 
I've found a fascinating page on steam and engines, It's well worth a visit.

Engine # 6100 Royal Scot travelled 11,000 miles under it's own steam in the 
USA and Canada on the 1933 visit.

Interesting to see a J2 with 12" brake drums in 1933.
