Do valve springs loose tension when an engine is  assembled but not run?

During my tool and die maker apprenticeship I learned that to keep punch
press die springs from loosing tension there was a percentage of free length
not to be exceeded in compression. I don't remember the figure (it may have
been spring type dependant) my technical half life on that trade expired
long ago.
