Scattershield

Can someone tell me if a scattershield can be welded to the firewall. My
bellhousing is bolted to the transmission with a heavy duty (0.045")
firewall sandwiched in between and I'd like to fabricate a scattershield
around the bellhousing that will either bolt or weld to the firewall.

Is this legal????
