how many drivers/car owners does it take to petition for a new class?

There is no set number of interested parties to petition for a class change or
addition. With over 580 car classes available there is room for almost every
conceivable combination of engine and body.
I can not speak for everyone involved with the rear engine roadster action but
I do know Ron Benham's argument. Ron stated that he was building his car
because of tradition. The rear engine roadster was a very popular setup post
war. The cars were eventually ruled out because they were not safe. A short
wheelbase, swing axles, high cg and other factors contributed to a number of
accidents. I asked Ron if his new car would be built exactly like the old cars
and he answered -of course not!, they're not safe that way. His would be built
like a lakester with a body on it.
There is a number of people who think that a rear engine lakester with a
roadster body is not needed. If you want that type of car build a lakester.
Another faction of former and current racers in the Mod Roadster classes think
it would be unfair to now allow rear engine cars to compete against their
records which were set with the front engine cars they were forced to build.
The short answer is to fill out a rule change form and site your arguments for
the requested change. A word of warning though,
the addition of classes is taken seriously. If you build something and find it
doesn't fit into the rule structure a class will not be added for a single
vehicle. Witness the number of Time Only vehicles listed in the Bonneville and
El Mirage results. Also take a look back over the year's of mail on this list
to see the different combinations that were told they had no place to run
under our class structure. The ECTA has added some classes to their rules
which the SCTA-BNI does not recognize. There are currently 58 classes for
Modified Roadsters. The addition of a rear engine Mod roadster class would
result in the addition of another 58 classes for 3 vehicles.
