So, what is this infamous tank seal? What preparation of my tank and
cap do I need to make to facilitate its application?

The tank seal is real simple. Duct tape across the cap with nail polish. Some
people, Joe Law for one, drill the cap for a wire seal. Protection against the
wind blast from lifting the tape. We try to place the tape and polish in a
secure place.
