I concur. Put the fan behind the model to pull air over it.
Otherwise you will never get the turbulence and pulsations
of the fan blades out of the air stream.
Also, in many cases, you will want to run the fan up to speed
and then turn it off and use the inertia of the air column
to make your measurements (even upstream, the fan blade pulsations
may be evident).
