Can I conclude that roof rails are not required on streamliners?  Does the
roll
cage suffice? (Part of the problem could be that I'm not completely clear on
what
a roof rail is.  A stiffener for the roof?  Part of roll over protection?)

Second question,

Would 10lbs of extinguishing agent in the drivers compartment and 5lbs for
the 
engine compartment meet the 200MPH+ requirement? (Assuming acceptable
agents)
