Yes, apparently it does. You request a deviation up to 45 days prior to the
event by following the procedures outlined in the rulebook.
Does that mean that every engine size in either
/BFMS or /FMS now has an empty record? IS there a minimum for each of those
from AA to I engine sizes?

Records set using NOS were placed into the proper engine category. The
rulebook will have the records posted.
How about the 2 club minimums?

Again, contact the appropriate club for their list of required minimum speed
to gain membership.
