roadster classes

list, I'm interested to know how the different body requirement rules for
roadster/modified roadster came about,i.e. 1928-1938 for roadster and1923-1938
for modified roadster, how did the 5 year differance come about? this isn't
one of those "the rules need changing" jobs, I'm just interested in the
historical background to the rules,
