Yamaha makes the TZ, a 250 V-twin that puts out about 90 HP.  $20,000+ (for
the whole bike) but anything from the nineties that makes 80+ can be had
used for $2,000-$6,000.  Mine's for sale for $4,000.
Honda makes a similar 250, the RS.  Aprilia makes faster bikes that you can
buy but in the $50,000 range used.
Honda also makes the CR500 dirt bike, a single.  They only make about 70 HP
(I'm guessing) but they are tuned for driveability in the dirt.  In
roadrace/ LSR tune they should make considerably more.  Buying crank
assembly, cylinder, head, and reed block and making a straight 10 crankcase
may be the way to go (V16 maybe?).  Note that it gets very difficult to make
long press together crankshafts so multiple cranks geared together to a
drive shaft would be the way to go. 
The nice thing is you can tune the way the GP guys do.  Tinker on a 1
cylinder engine until it stops blowing up, then just apply it to the multi.
