Depending on the flasher relay, but most period Lucas relays only
operate correctly if the Voltage is sufficiently high, i.e. around 13V,
correct wattage bulbs are fitted and all connections, also to earth, are
clean.
If the car is left standing for a while the indicator lights will come
on, but often won't blink. After driving for a few minutes they will
start operating normally again.
Most garages will start replacing the relay, unnecessary.
