Clearance in there is very tight indeed. I cut a bit of metal away on
the lower mounting ear to make it into a slot so that I could pass the
ear down onto the lower bolt with a nut already started on it, then
tipped the flange into the hole and installed the top bolt. Even so I
recall I had to use a thin nut and jammed the bolt from the back with
a screwdriver while I tightened the nut against it.
