After dismantling, have determined how wiper actually works, reinstalled and is 
now working.  Now about that bub clip for the tachb&b&

Yes.  Speeds are off and too slow.

Have traced my not working tach to a short somewhere in the wiper
system.

Good news is that the tach now works with the wiper disconnected.

I have continuity between the green wire to the wiper and the ground on
the wiper, which leads me to believe that it is shorted out?

Another question - Is the wiper a 2 speed wiper?  Are there any special
markings on the wiper switch?
