  Two totally different situations/applications. With brakes you do not 
want any compressibility in the system as this will greatly increase the 
brake pedal travel to get the required pressure in the system, even 
beyond its reach, so you hit the floor without enough pressure for the 
brakes.
With the gauge, compressibility is not an issue as the oil can reach its 
pressure not hindered by the volume of its supply source like an MBC to 
gain its pressure.
