I've used both Bestine and lacquer thinner to remove stickers from California 
plates without any ill effects.

What's worked best for me was to gradually slide a single-edge razor blade 
under the [usually a stack of] stickers, then use a rag and lacquer thinner to 
wipe off the adhesive residue.
