While I don't know it all, I did stay at a Holiday Inn Express last week.
Your description of it re-engaging with diminished RPM's and visa-versa
says the kick down switch is improperly adjusted, but after the rest of the
symptoms are stated I would say that the rings on the accumulator piston AND
the operating pistons are in play. Like perhaps there is enough galling on
the bore walls to displace the rings enough to diminish pressure. It's
pretty hard to diagnose these things with out disassembly. They are pretty
dumb units. Either there is pressure to engage it or not. So if the pump
pumps and the valve opens it works assuming everything else is WNL of wear.
