Whenever I have had this kind of problem with rear brakes locking up it has
been caused by a collapsed flexible brake line. There is a rubber line that
goes between the rear axle and the body. If it collapses internally the
brake pedal has enough force to push the brake fluid through it but the brake
springs do not have enough force to push the brake fluid back to the master
cylinder. The brake shoes just ratchet out and if you let them sit long
enough
they will eventually loosen back up, only to lock up again the next time you
step on the brake. If you haven't replaced that hose recently it is a
relatively inexpensive maintenance item that you should replace periodically
anyway.
