Being a printer and bulk mailer, I think I can weigh in with an
observation.

We mail several booklets and catalogs of various sizes. As an option
to bagging is to tab the magazine closed. The USPS may not love the
idea but it is within their specs and should help prevent the cover
tear-off that some are experiencing. The cost would only add about 3"
per copy.
