Hi Bob,
What they are trying to achieve here is preventing the throttle linkage from
being unnecessarily strained when you press right to the floor. 
I find that the best method to prevent this from happening is have someone
press the throttle pedal to the floor then adjust the linkage so that full
throttle is just reached and no more.

allow the toe board to act as a positive stop to the accelerator pedal when

throttles are fully open." ... "Place a wooden block "D" 2 1/2 in. (63.5
mm.) 
thick between the pedal and the toe board.  Push the pedal down to retain
the 
block against the toe board."

Is this with the jute/carpet installed?
