John, what you need do to get a photo like that is move your camera along
with the car that's the subject.
Depending on your csamera and lighting conditions you'll have to select an
f-stop and shutter speed that works, which may take some experimentation. In
any case, you pan your camera, blurring the background, but capturing the
subject. It's easier to do than it sounds, and can result in dramatic
images. I find that getting the car in the viewfinder early, while it's
moving towards you, and then moving the camera while keeping the car in the
viewfinder as it passes is the best way. Good luck, and have fun!
